wont get more basic than notepad
metapad (http://www.liquidninja.com/metapad/) is nicer than notepad though

nvu (http://www.nvu.com) is decent as well

if this guy is asking this question, he must not be very experienced with web page creation and obviously needs some sort of WYSIWYG editor.

Yeah, but learning basic HTML should take less than 20 minutes. Learning basic CSS should take less than an hour. Just be a man and learn to do it. It's not that hard. All these people using WYSIWYG editors is like watching middle-aged people on bikes with training wheels.

I almost said something. But then I remembered where I was, I decided to keep it to myself. Alternatively - if you only need it for something quick, you can download the 30-day trial of Dreamweaver for free. Only thing is, you have to pay a couple hundred dollars to use it after that 30th day.

I actually use dreamweaver for 95% of the stuff I do, but usually in code or split view.
