1998 Ford Escort 4-Cyl SOHC ~170K

Alternator went dead...put a rebuilt one on. Engine ran really high and died again. Put another alternator and new battery on. Still won't start. Just goes RRRR-RRRR-RRRR when I turn the key. Valves are moving. Has spark. (Held a wrench bridging distributor and engine and it threw the wrench when key was turned). My only guess is that's it's a chip.

Well, my wife says it's more of a clicking noise. How can I test the starter?

Take it out and take it to advanced auto parts, they'll test it

Tap the starter with a wrench or something. I might be some broken gear teeth
