The "All American league" and NC State are coming to terms on leasing carter-finley stadium out to this new football league. The league will pay players 100,000 per anum and in order to join the league, a player must have a four year degree.

The league is hoping to focus in college towns etc and draw upon local players who were not big enought, or talented enough to make the NFL.
