You take those panels during the "Build phase" and build your fort
Then the combat phase begins and it turns into a CTF game with HL2 weapons.
I wish my connection to steam wasnt screwed up

You can do this in Garry's Mod too. Plus you can also do shit like build a working airplane out of a dumpster.
