I have to admit that I noticed this stark change in attitude following Hurricane Katrina. When this or any government oversells itself on its ability to prepare for and respond to disasters for many years is caught with its pants down by its bungled response to yet another, you'll see whoever's in power face this reaction from those within its ruling party.
