my stepdad bought tickets to all the in-state games but only really wanted the app. state tickets. id rather go with all my friends so i'll get student tickets.

That does not matter. Only a licensed ticket broker can charge more than 3% over face value. Any extra expenses someone has in acquiring tickets (LSR, dues, donations, etc) do not affect what they can charge... face value is just that.
