if i upgrade my hdd in my laptop, can i just plug in the new drive and install a fresh copy of windows?

Or you can clone the old HDD to the new HDD and your laptop wouldn't know the difference. You'll need a 2.5" external enclosure to do something like that (or a 2.5" -> 3.5" adapter).
