the president and 3 more people (Vice President, Speaker of the House, President pro temore of the Senate.) There is no legal requirement for the secretary of state to be an american born.

I want to say that I remember talk about Madeline Albright being skipped over in the line of succession should something have happened during the Clinton presidency.

No.

For example, take Elaine Chao. She's like 11th in line or something, but since she was born in Taiwan, she is ineligible. Same applies to Carlos Gutierrez because he was born in Cuba.
