Sin City used color to great effect where there was color though. Although a great visual accomplishment, that makes it very much not a black and white movie. The color that was there was very meaningful and if you watched the movie in all black and white it would have lost a hell of a lot.

For the sake of argument I wouldn't consider movies like Schindler's List and Sin City as black and white because the color they do have is so very important to the movie. It's not like they have incidental color here and there. Hell, if Schindler's list only had color in the first and last scene then I'd be willing to consider it a black and white movie. The fact that those scenes are in color is relatively unimportant. The girl in the red coat though, that's pretty powerful and important.
