I'm pretty sure the towels were put on the back of people's seats before the game (kinda like how they do the signs at bball games). When we sat down in our seats before the game it looked like all the empty seats on the lower level behind FSU's bench had towels draped over the back of them

so I dont think they were physically handed out to fans
