Ok, I thought, this was kinda cute. So, the murder rate in Philadelphia is so high, the city has called a state of emergency on the streets. That's pretty crazy, the streets, like where people live and eat and fuck and such (probably more than stated)

n a week marked by Philadelphia's 300th homicide of the year, Democratic mayoral candidate Michael Nutter said Mayor Street should declare a state of emergency in pockets of the city that have endured the worst violence.

Such action, according to the city code, would allow the government to clear people from public sidewalks, close bars, prohibit liquor sales, and establish curfews for children and adults alike.

The proposal topped several crime-fighting ideas Nutter pushed in an interview this week. Others included policing more aggressively to recover illegal weapons and encouraging experienced officers to postpone retirement.

Saying he was angered and sorrowed by the escalating violence, the former 15-year city councilman also sharply criticized Street for failing to create a sense of urgency to stop the killings and for providing little of what Nutter saw as long-lasting, comprehensive solutions.

Under the city code, the mayor can declare a state of emergency if he or she finds any part of the city is "in imminent danger of suffering civil disturbance, disorder, riot or other occurrence" that may harm residents.

it totally depends on how they use it. if they use it to keep the murder rate down, i'd have no [huge] problem with it. if they use it like raleigh uses its broadly defined powers, then hell no.

ps - i'm not trying to single raleigh out. i'm sure there are more towns that do this, i just have not lived in one yet

One of the other nice things about declaring a state of emergency is that you can mobilize the National Guard, which you can then use to patrol in addition to the police. (Short-term at least) I'd assume that's what the real reason would be to do so, and it certainly makes sense given the situation. Armed soldiers patrolling would certainly put a dent in the gang violence problem.

when you say trashiest it is pretty literal. i drove in last time from the wilmington side and that place is nasty too. on the freeway from wilmington to philly there are no guard walls covering up the ghettos that line the highway as far as you can see on both sides, graffiti all over all the overpassses and both of the shoulders are literally covered in trash

do they even clean up in that area?

theres a reason south philly is reknown.

if youve ever actually been to a respectable part of philly its quite a bit different.

as for wilmington,

please, exclude delaware from what you are talking about.. you are talking about chester pa, which isnt even philadelphia.

there are parts of raleigh or durham that look exactly like chester.

parts of nyc, atlanta, la, chicago, memphis, pittsburgh, etcetcetcetecetecetc that do too

^^bronx maybe with the graffiti and some trash but not nearly as much of either. those are secluded ghettos you don't really see. there is nowhere else ive been where they cant clean the highways

the place im talking about is in the metro area. i know there are nice parts but that was the nastiest nasty part ive ever seen.

besides, Castle used to be really bad and Dock St. there has recently been a massive revitalization of downtown wilmington. When we used to skip class at NHHS we had to leave out the back parking lot and get to Main quickly to avoid 8th&Dock. Wasn't worried about getting shot, but getting roughed up was a real possibility. My friend got his jaw broken near there, just for passing by.

im talking about the deleware expressway highway 95 which goes from wilmington through chester into south philly. that whole area is a dump.


i love the federal area where the pizza shops and famous genos and pats of steak sandwiches are. its ghetto but not bad.
