Need help in regards to a technical issue. I am reading a paper, and all the apostrophes ( 's ) have turned in to question marks

for example

Quote :
" What?s the problem.... that?s not the point of the author?s article."


Is this indicative of someone cutting and pasting from a website and then when the font is changed, it got recoded incorrectly? I'm thinking the person who wrote this plagarized the piece.

where are you reading the paper and in what format?
In MS Word on your computer? did they mail it to you in .doc format? could be any number of things - the language settings could be wrong on his computer (or your's, or just different). could have been copied. who knows.
take some suspicious passages and google them (in quotes)

It wasn't emailed, the paper was turned in like this. You would think that if something was typed by someone, they would have taken measures to correct this. It's fairly obvious. I'm thinking that these quotes were taken from a message board, I think I have caught at least one part that sounds like a response to another poster.

oh, well in that case it could easily be printer problems too.
