Basically there is a mentally and physically handicapped 9-year old. Her parents have gotten her into surgery to remove certain organs and tissues, as well as pump her full of some hormones that stunt her growth, so she'll be "more manageable". Overall I think its kind of fucked up, but their rationale is that she is going to be their dependant all of her life, so it would seem to make things a little easier for them. Anyway, thoughts?

So she's bedridden, and her parents want to be able to pick her up and include her in their daily lives for as long as they possibly can?

How old is the girl going to get? It works for now, but when this girl is 30 and she still looks like a pre-teen, that's gonna be weird.

Her parents call her a "pillow angel," like she's a pet that lays around on pillows all day. Is that what she does? What's the right thing to do for someone who has to live like that?

I wish we could make it black/white. Like, if you and your kid would benefit from this kind of thing, we could just say, "Tough shit. No growth stunting allowed. It's creepy. Just go home and shut the blinds so nobody has to think about your reality." Then we'd just follow the no growth stunting rule no matter what.
