Where is the best place to buy a server rack or cabinet. If it is over the internet I would like if they had an expedited shipping. Otherwise, if it is around here even better. Any ideas?

Might check NCSU and state surplus. Dell sales a really nice rack that isn't too bad on price.

a 2-post open relay rack would be cheap, like $100-150. But relay racks are kind of ghetto if you are putting in a lot of servers. Enclosed 4-post cabinets a lot more. stayonline.com has their warehouse in NW raleigh and sells that stuff

You need to provide us with a lot more information regarding the purpose of this and the physical environment it will be located in. Buying one of these things isn't something to be rushed (unless you already have a buyer/seller contract and know what you are doing).
