Im pretty sure his point was just to complain about ricers or people in general that bounce there car off the rev limiter to try to draw attention to themselves. I personally have someone rev their motor at me daily in ricers, trucks, family cars ect.... either to try to get me to race or something. I think its pretty stupid.
