His ratings have been so steady in those low-30's, regardless of what happens, because of four types of people. People who:

1. think he has a really hard job and don't want to judge him
2. always support the president no matter what
3. always support the president in a time of war no matter what
4. always support their party

If you take a look at the Democratic Congress, the expectations for them are much higher. People were expecting these great, awesome changes to be made--and what do you know...it's pretty difficult to do anything when you're facing a quagmire and a foolish, difficult president who--get this--won't even acknowledge the heap of shit we're in. Anyway, lots of Republicans aren't going to approve no matter what. And the Democrats were hoping for a lot more from this congress. And so we have these low approval ratings.

That does not make Bush more tolerable than the Democratic Congress.

PS Independents approve of Bush at a higher percentage than they approve of congress. It looks like 27% approve of Bush versus 24% approval for congress by independents.

Throughout the '80's and '90's, the Republican mantra was smaller government, fiscal responsibility, deregulation, etc. Go back to the "Contract with America" if you have to. It used to be that you could count on the republicans to try to butcher every social program they got their hands on.

It was only recently that Christian conservatives and neocons really took control of the party.

Sure, all of congress has a shitty approval rating, democrats and republicans. But i've also seen polls showing that the american public supports what the democrats are trying to do by a huge margin (timetable for iraq, minimum wage, healthcare reform). So does this opinion poll reflect more on what the congress hasn't been able to get done (due to veto's and republicans stalling bills) or what they've been trying to do (afore mentioned policies)? I'd say it reflects frustration at what has actually been passed, which is very little due to veto's and other political roadblocks.
