scroll down to the very bottom. it appears that the background image is masked over another background image. So when you scroll down it scrolls the second image at a different rate and is only visible in certain areas.

(i would have posted this in the SC2 thread but i figured this was more web design nerd related then gaming nerd stuff)

It looks like maybe it's a table with a background image that has transparency, and then just a regular fix background.
