So whose idea was it to push this bill through Congress at the last minute? I'm guessing since the Bush Administration considers FISA unconstitutional, they may have had an ulterior motive here to do so. Does this bill address domestic surveillance at all? Does it need to? And why did the Senate leave these responsibilities in the Attorney General's hands? I thought they didn't trust this guy.
