How do you make it so that if a thumbnail is clicked, the image will open in a new, fixed size window?

NEW QUESTION (bttt)

I want the command or code to make something like this:

anyone know how? I've been looking up "border styles" and all kinds of keywords on html tutorials, but can't find anything to do this. I've seen it done, though, and it was in an html email.
