How does this happen

When i had the cougar it would only shock me when i had a foot on the ground

i get shocked by my Jeeps door all the time.. I thought it was just me that this happened to!

youre insulated from the car as you wiggle and brush against your seat building up a static charge

The metal of your car is at a different potential than you are after you have freed the electrons by friction. Think of them as a sheet of charge on your body. The car itself is a huge area where you can dump these electrons, and since it is at a different potential from your now charged up body, the current will flow. This happens quickly, and it's what shocks you.

well that is all already known

what i want to know is why the tires are not preventing it from happening...the shock is me grounding myself, but the ground cannot happen if the car's metal is not touching the ground right?

i think like you said it depends on the tires... like the charge would let itself out through the tire, and depending on the makeup of the tire it could be completely neutral or whatnot, or perhaps shocking if it doesnt let it out very well

it is about the potential difference between you and the car

it doesnt matter if the charge can dissipate to the ground through the tires
