Sounds to me like the Diana Knight got hosed by the officer at the time of the wreck and the Mayor stepped in after hearing the story and had it looked into at which point the decision was reversed.

It was probably stupid for him to get involved in a minor traffic offense and it has created a huge controversy down here in Fayettenam.
