1999 Integra LS, temperature gauge rises while in idle, but once i get moving, it drops. What could be the cause?

Radiator fan ain't coming on. Probably a bad radiator fan temp switch or a bad relay.

^ second

ceck fuse 57 in the underhood fuse box, if it is blown, bad fan motor, if not,

check fuse 17, its the control side of the circuit, if blown, could, be a bunch of things, if not

pull the cooling fan relay, with the ignition on at high temp, you should have 12v on the power and control terminals, continuity to ground on the sensor terminal, and about 8 ohms on the fan one

but more than likely its either the relay or sensor, both are cheap and easy to replace, so if you arent good at diagnosing, it wouldnt be a bad idea to just swap em out

pull the plug off the sensor, and connect the green and black wires, the fan should come on with the ignition on, if it doesn't, the relay is bad if the fuses arent blown, if it does, the sensor is bad, the sensor is on the water outlet neck by the intake hose

I had a very similiar problem with my 96 accord... it turned out that after 120k miles my coolant was running low... I had just had it serviced so I figured that they would have checked the coolant level... but it actually wasn't one of the included things... so it would overheat whenever sitting still but run fine whenever moving b/c it had a little bit of coolant in it... I added half a gallon of water to it and never had another problem... (I felt like the dumbass I was... this was 4 years ago now)
