a. Charlestown is right across the river from the inner city of Boston. Cambridge, MA is considered Boston (MIT and Harvard), as well, and it's further away from downtown Boston than Charlestown.
b. Um, the cost of living in Boston is very high.
c. Rent usually starts at $1000/month.

I think I would know a thing or two, being from Massachusettes and Maine.

16k after 4 years is actually really cheap. It costs like $13 a year when you live on campus and have to pay for all the extras (which I did for 2 years), then when you move off campus, you have to cover rent, parking, etc, so it goes down a little. I had a lot of financial aid help though, so I am definitely not complaining.
