Transportation still has permits, I'm not sure which ones. I just got a West Lot one yesterday.

...the permit stays registered to the original person. So if the person you sell your permit to gets a campus ticket and doesn't pay it, the original permit holder is stuck with a transcript hold on their record.

This really isn't a very smart thing to do.
