i know there is some old wive's tale about that shit but girlfriend just called to tell me to look at it. kinda cool i guess but whats the story behind it? snow?

ring around the moon means it'll snow, if there are any stars in the ring, thats how many days it will snow.

yeah, good ol' moon ring or moon halo. probably about 22 degrees out from the moon...
usually caused by ice crystals and the light refracting, etc...

The cool thing about the one last night was having Mars visible within the ring above the moon. Looked pretty badass.

The reason why it is a prevailing theory is because cirrus clouds are generally a characteristic of approaching weather systems. They are the highest clouds and reach us first. Don't forget about the idea that hearing thunder in winter means snow within 10 days.

Moon dogs, no. There were no signs of the characteristic refractory "rainbow" effect associated with parhelia.
Refractory through ice? Yes. That is the source of the halo effect caused by high altitude cirrus clouds composed of ice which precluded the rain system we are experiencing this morning.
