Is this a step forward, back, or sideways in overturning the 2 party system in your opinion?

Part of me feels like its a crazy idea, but thats probably the part with over 200 years of the 2 party system on my mind. I read the full decision (second link) and pretty much agree, especially since it was a facial challenge (b/c no primary had used the new law yet).
