I don't remember the exact context here, but I did watch his speech this came from. The thing that made the speech unique was that he actually acknowledged the differences we have, and how there's still crap and racist shit in a whole crapload of places around the nation. Their record isn't that bad. I would say that the probability of something happening is slightly shifted towards it happening by like 5% maybe, if it was included in campaign promises of the elected president.

Bottom line: It's still slightly advantageous to vote for the person who promises to do what you want to see done.
