Pretty sure it is like this but with stop signs. It is supposed to slow people down or calm traffic. Like a miniature median.

I once skidded my parents Chevy Celebrity into a traffic circle (50' diameter or so (NJ)). The roads were wet and the tires were bad, what can I say? We popped over the curb and slid across the grass going sideways, but I didn't want anyone to see me so I floored it, kicked up some turf and shot back onto the traffic circle. It was a glorious night.
