"Twenty-four counties in eastern North Carolina are no longer experiencing any level of drought conditions, up from 16 a week ago, the state Drought Management Advisory Council said in its weekly report. Another 22 counties, including most of the Triangle, are experiencing abnormally dry conditions, the lowest of five drought levels monitored by the council.

The only areas of the Triangle that remain under moderate drought conditions are Chatham and Lee counties and western Harnett County.

Overall, 16 counties were listed as being in moderate drought, while 23 were experiencing severe drought conditions and 15 counties to the west of Charlotte were listed as being in extreme drought."

And continue to pay for ad time on television with at least one retarded suggestion for saving water.

The garbage disposal ban was lifted.

High water closes Kerr Lake campsites

Quote :
"HENDERSON, N.C. — About a third of the campsites at Kerr Lake are flooded because of an above-normal lake level, a state parks and recreation official said Tuesday.

The water level there was about 306 feet on Monday, 4 feet above normal, Bryce Fleming, superintendent of the Kerr Lake State Recreation Area, said.

And that is bad news for the state park with the upcoming Memorial Day weekend. Fleming said the park would lose an estimated $10,000 in revenue.

The high waters affect 196 of the 646 camping sites. At many sites, picnic tables are partially covered in water and fish were swimming around them.

Visitors able to camp at the lake said the flooding has also been an inconvenience to them. Boat ramps are also closed, and they are having to drive to ramps farther away to get on the lake.

Campers said they expected the water levels to be high, but didn't expect them to be like they are."

Not anymore, the ruling was overturned. You are still allowed to repair, replace, and install disposals.

While the lakes are full (or perhaps overfull), what would officially take us out of this dry spell is if the groundwater fully recharged, which it probably has not yet had time to do. I don't think we have anything to worry about at this point, but it's still not "normal".

The TVA administers several of the lakes in my area. They withheld far greater than normal levels of water in the reservoirs this spring, well above flood danger levels. Meaning that if we'd had historic levels of rain, we'd have been in far greater than normal risk of flood. But it's the first time in 2 years that the mountain reservoirs have been close to full.

http://www.tva.com/river/lakeinfo/op_guides/chatuge.htm
Here's Chatuge as an example.

The red line is the current level, the black line is last year's level, the blue line is the flood guideline at which the reservoir is supposed to be below, the shaded area is the 80th percentile level at which you would expect to see the reservoir at any given time, and the green is the minimum target level.

Statewide water rules on table
Lawmakers face a bill to set conservation measures for the state on their first day back

Quote :
"RALEIGH - Fresh off the worst recorded drought in state history, lawmakers get a look today at a package of proposals to strengthen North Carolina's water-use rules.
Gov. Mike Easley's office and the state Department of Environment and Natural Resources have drafted a bill that would set minimum state water conservation requirements during droughts.

Under the proposed legislation, if municipal water supplies drop below a certain level, these minimum standards would kick in, intensifying as drinking water reserves continued to dwindle. Cities could do more to save water in dry times, but not less.

And the law would give more consumers a common set of water rules instead of the current hodgepodge of limits that vary from town to town. The ultimate goal: a shared language of water conservation, with categories of restrictions that mean the same in Asheville or Goldsboro as they do in the Triangle."
