The Farmers Market always has them, but they aren't the same this time of year.
The best ones will always come from "green" peanuts that are pulled fresh from the ground around August. They dry out pretty quickly and after they dry they will not be anywhere near as good.
If you use the dry ones that are available right now you have to boil them for a very long time (like 5 hours) just to make them decent, but they'll never be as soft as the green ones will be.
You can boil green peanuts and then put them in the freezer, but I don't know of any vendors at the Farmers Market that do this. All the ones I have asked say they are using the dry ones this time of year.
The stuff that is available right now is better than nothing if you need a fix though.

My girlfriend doesn't like them cold, but she loves the hot nuts.
