I called animal control, gave them the location of the car, plate number, and make. Then I left a note on the windshield saying 'I spoke with a vet before calling animal control. For future reference, you shouldn't leave your pet in the car when the outside temp is above 70F. Here's my email if you have any questions'

Dogs are much more likely to bite you if you approach them in an enclosed space like a car. It would suck to break the window and then have the dog jump out and start biting you.
