I've seen bikes on craigs that are dirtbikes but street legal and others that are not street legal. What's the difference and can you convert a non-street legal bike?

the short answer is no in north carolina. if it didn't come with a proper mso or vin as a dual sport/street legal bike you're out of luck. even if you get all the required safety stuff like lights, mirror, signals, etc. you can't ever legally title or register it. the vin itself carries a code that designates it as "off road only". even if another state has issued a title and registration under their laws, nc will deny you when they run the vin for the title application.

that said, there are still people out there that claim it can be done with any dirtbike, no matter the mso/vin. true in some states, but i have yet to see anyone with solid proof of doing it in nc. some older dirtbikes were sold with unmarked vin's but lacked any street equipment and all you had to do was add the stuff, have a title issued with the mso, and get it inspected. i'm not 100% sure, but i'm not aware of any new models off hand that are still produced and sold like that. the influx of chinese bikes shed the light on any exploits.
