The war on drugs has been targeting low and mid level drug dealers: typically poor people drawn by the opportunity to earn money. Street users aren't rich and they go to jail. Our celebrities use the same drugs (or in the case of cocaine/crack, stronger) and go to rehab to be laughed about later.
