AFAIK this has always been the case.
At least for a couple of years.

you can think whatever you like; I'm looking at an order of a single, in-stock item that I placed tuesday morning that is both "shipping soon" and thus can't be altered yet has a shipping date of next monday.
a year ago I would've had it today or tomorrow at the latest

If you can't wait a week for something, you shouldn't be picking free shipping anyway. They've always said that the free shipping might take 3-7 days to ship, you just took for granted all the times when they provided even better than promised service.
