Not really.
One of the jobs of a senator is to look out for the happiness of his/her constituency.
Congress isn't (and shouldn't be) doing these super important things all the time. Meanwhile, they are in session for like 150 days per year, they have to do something with that time.

WHAT THE FUCK IS WRONG WITH YOU PEOPLE?
The people want to see football. They are angry about the utilities and write their representatives. The representatives look into it and put pressure on the utilities. This is America is about. You better believe that if the utilities in Europe weren't getting soccer on the air that they'd be writing their government too.
