they use exit polling

and they monitor the exit polling vs. the actual reporting very closely

the precincts where there is a large difference in the exit poll numbers vs. the precinct report numbers are the states where the will not project a winner

its just a bunch of fancy statistics, but it can burn their ass. matter of fact, i have a N&O from the day after election day 2000 (the first election I voted in) saying "Bush Wins" when in actuality it took a few weeks to determine florida. (cause i know some of you were still in elementary school when that shit happened)
