I'm going to send it to the economic developer (or County manger of small counties) of every county in NC.How long should it be to get a good response rate (yet still give me adequate information)?I'm thinking just a paragraph or two of information, then 10-12 yes/no or 1-5 scale questions.

I would expect a shitty response rate and a long turn around. These people will/should have better things to do.

Eh, people do surveys like this all the time for capstone classes, the response rate is never that bad. And many economic developers or managers probably sent out a survey or two like this when they were in college.I'm not expecting massive response, but there are a few alternate targets in each county if one doesn't pull through.[Edited on January 6, 2009 at 1:31 PM.
