I was wondering if anyone knew if there's a name for this thing in the picture. It's basically like the widget used to set your TWW home page layout (settings->Home Page Layout). What's the best way to write something like that into a webpage?

It's called a List Builder control.

Agentlion gave some good links on how to do it client-side + submit. For a webapp, that's definitely the way to go.
