Umm... that's nobody's responsibility because we don't have a government censorship bureau. To some extent the FCC would sort of but not really do this if it was in broadcast medium, but we do not have any sort of feelings-police. Some people take it upon themselves to play feelings cop, but no there is nobody who has that responsibility- only some who have the gall and the presumption to claim that mantle for their own purposes.

Back on topic though- I've played it and I wouldn't recommend actually paying money for it. If you have Gamefly you might want to try it for a few days though.
