isnt all that stuff supposed to be out already? i have my w2, but i did some pc repair stuff too... and a couple of "clients" paid like 800+ each over 2008. and i hear im supposed to expect a 1099 from them. but if its already past due, can i just file without it?

You can file your taxes without the 1099 as long as you are sure about the amounts. Not getting a 1099 is not an excuse to not file your taxes (not saying you are using it as an excuse, just what I remember reading on irs.gov while waiting for mine a couple years ago).

yeah im not looking for an excuse not to file, i mean im not gonna owe tax, might end up with a tiny refund... just wondering what date they had until.

but since you know, whats the minimum amount before a company would send me one? billed over 650 for the year?

cool. im not necessarily expecting forms from them, but my book guy said to expect them from a couple of places. i'll give em till march, then call and see if i should be expecting anything.
