Uh... No, the sun doesn't come up or set at the same time. (6:00 AM EDT ≠ 6:00 AM GMT, duh) I mean longitude.
Why would I care if someone in a different latitude (but the same longitude,) posted when the sun came up? It'd be the same time I post it....

I want someone to post when the sun comes up where they're at, but the TWW time on their post will be hours away from the sunrise time they posted.

Dummy cars do work though, at least to slow down traffic. Except for the newer solar powered ones, you can spot those from a mile away.
