I think its designed to strengthen the NPO.They need the registration so that they can enforce kicking college students out of their rental when they get two NPO tickets. This way they can go straight to the rental office instead indirectly through the renters. its kinda a shame they can do this IMO, but Raleigh hates NCSU and NCSU hates its students

Im guessing the fee is so that they dont have to take money from somewhere else in the budget to pay for processing the forms/recordsAfter all, walking all over college students can get expensive!These thoughts are just my speculation, but the connection is just obvious IMO. I wish we had someone to confront Raleigh on this, someone get Jay Dawkins on the phone.
