I want to start learning how to play the guitar and I'm wondering if anyone has some recommendations on a decent guitar for beginners.

washburn. go to a mom&pop place and tell them you want the action as low as it will go without buzz. finding a good luthier now will go a long way too. If you're in the hope mills area I can recommend sand hills music and get you a discount too.

Does it make a big difference if the top is laminate or solid? Would a beginner even notice?

When you're first learning how to play, you just want something with nice enough hardware to hold its tune and not buzz against the frets. Buy something nice when you have skills worthy of a quality instrument.

I had a Jasmine (Takamine's bargan brand) the last time I was deployed as a knockaround guitar and it was actually a pretty damn good sounding guitar. This is it IIRC: http://www.samedaymusic.com/product--JSMS33

In the long run, solid wood guitars generally sound better, but I wouldn't worry about it right now.

go for solid wood. I'd like to recommend Yamaha and Seagull.
