I guess we'll never know.

Or maybe that's why they keep Fowler around. If they come out with an official "you can't celebrate sports victories" then you have the student body in an uproar. So they cleverly keep someone at the helm to ensure that we never find ourselves in a situation where celebration is possible...

Nah, we just suck.
