RALEIGH, N.C. — Starting Dec. 1, texting messaging while driving could cost you.

Gov. Bev Perdue on Friday signed into law a bill that bans drivers from text messaging or sending e-mails with their cell phones.

Thirteen states and the District of Columbia currently prohibit text messaging by drivers, nearly double the number just four months ago, according to the national Governors Highway Safety Association, which represents state highway safety agencies.

Supporters of the legislation say texting drivers often look down to type or keep an unstable hold on the steering wheel while typing with both hands.

Under the law, drivers would have to either pull over or wait until they have stopped their vehicle before they could text or e-mail.

Violators could face a $100 fine, plus court costs.

School bus drivers, who are already barred from cell phone use on the road, would now be subject to the texting ban as well.

The bill, which narrowly passed in the Senate last week by a vote of 30-18, makes exceptions for emergency responders, as well as people who use voice-activated technology or access global navigation systems.

Senators complained it was wrong to pass a law that is difficult for police to enforce, but supporters have said there is value in sending a message.

"It's all about safety, and I think we have a lot of law-abiding citizens," said Ron Wyatt, president of a local chapter of the North Carolina Fraternal Order of Police. "If people know it's illegal, we'd hope they'd abide by those rules."

It will still be legal for adult drivers to make calls on a cell phone. A 2006 law already made it illegal for young drivers to use a cell phone, with a few exceptions."

Why are they pussy footing around with this. Just make Cell phone use illegal while driving. This won't even be enforced. I see teenagers on their phones still all of the time.

I would prefer that all cell phone use were illegal while driving as well. Though 'normal' use would require less looking down than texting specifically.

Instead of making law after law after law, I wish we only had a few all-encompassing laws, and then a bunch of "legal clarifications" and definitions to address things like this.

Law 1:
No one shall do anything, without consent, that harms or unreasonably endangers anyone else's person, property, liberty, or right to the same.

Clarification 52,239:
Texting while driving an automobile on public roads, except when an emergency responder reasonably needs to do so, constitues an unreasonable danger to the person and property of others.

Another example of a poorly thought out law. Hell, people are still going to text, they're just going to have to keep the phone below window level so other people (ie cops) can't see it. Which really makes it even more dangerous b/c instead of glancing a few degrees down at it as you hold it above the steering wheel you're now having to glance down like 70-80 degrees to your lap.

Or even worse, the cops will use any action that looks like you're texting (which could be something as simple as scratching your junk) as an excuse to pull you over.

They should just make it a more serious crime when NOT SIGNALLING when changing lanes. That should cover the cell phone issue because dumbasses are so ABSENT MINDED when using a cell phone that their lives/driving/signalling is the least of their concerns.

Troo, I see this shit all the time, especially wandering all over 2 lanes or not paying attention when changing lanes.

The best was when some woman running a red light went right across the front of my truck in the intersection. I got so pissed off after slamming on the brakes I went after her, she had never even slowed down and when I finally caught up she was yapping on the phone, staring at me like I was crazy for yelling at her. She was completely oblivious to what she had done.
