Okay. I need to be able to look up someone's automotive background for tickets and violations. I know his full name, address, birthday, license number... But every site I go to wants to charge me, and while there are some for only $5 or even $1, I question the legitamacy/security.

This is not free. Public Records cost money. If you want local records, go down to the courthouse and request it there, it's only a few bucks.
The advantage to using online records (I would personally only ever use Intelius) is you can get national records from many many agencies with a single fee.

^^ be careful with Intelius, I background checked myself and it charged me every month under some sneaky guise of a charge. I had to contest it with the credit card company I used and the whole thing was a mess. Actually they are one of the most respected information database aggregators in the world. I've used them several times over the years with no issues.
There's a difference between being a ripoff, and you not reading the terms and conditions of a membership / purchase. They charge you everytime you view a report, because it costs money to RUN the report everytime. Which is why you SAVE and PRINT those reports.
