RALEIGH - The black smoke billowing from the 1985 Chevrolet Celebrity parked outside Carter-Finley Stadium on Wednesday morning was real, but everything that led up to the explosion in the back seat was staged.

The scene was part of a mock terrorist attack to train law enforcement officials to respond to a bomb threat.

Agencies taking part, including N.C. State University police, Raleigh Fire Department and State Bureau of Investigation, weren't the specifics so they could make decisions as the plot unfolded.

"We want to test law enforcement agencies in their ability to assess tips and respond to them," said Attorney General Roy Cooper, who attended the event.

The mission began when Special Agent Wayne Bissette of the state Division of Alcohol Law Enforcement received a tip about two men talking about blowing up a building. Police soon identified the suspects and contacted the N.C. Information Sharing and Analysis Center, the state's homeland security center.

NC-ISAC linked the two suspects to the car at Carter-Finley, and police arrived about 10 a.m. to investigate. They set up a perimeter around the car but did not give it the space they would in an actual bomb threat. "If this was real, this whole side of Raleigh would be on lockdown," Bissette said.

The SBI bomb unit arrived and dispatched a robot to the car. The metal machine, approximately 4 feet tall, glided slowly across the lot, bearing a camera and a rifle. It circled the vehicle for 30 minutes before it used the gun to fire through one of the car windows so agents could get a better look at the 4-inch PVC tubes in the backseat. A second shot was fired in an attempt to detach the bomb from the timer.

From that point, a bomb technician was suited up and sent to the car, where he noticed wires extending from the backseat to the trunk. To avoid killing himself or anyone else, he put an explosive pack under the car and walked away, said Patrol Division Commander Jon Barnwell of the NCSU police.

The bomb was detonated after a 5-second countdown and much anticipation. Agents then searched what was left of the car for evidence.

Meanwhile, the drill played out elsewhere in Raleigh. Police detained two suspicious men at NCSU for questioning and learned that the men's roommates were holding a hostage. A SWAT team was deployed to the residence.

The staged event was scripted to take place between 8 a.m. and 5 p.m., but realistically an investigation could take much longer, Barnwell said.

The drill appeared to have been a success, Barnwell said.

"It really shows how well state agencies can cooperate with each other," he said. "During 9/11 there was a real failure of communication between agencies."

i would have loved to watch this all happen (knowing of course that it was just a drill that i wasn't in any real danger)
