according to their website Southern Season in Chapel Hill is the only place anywhere remotely near here that sells them

Oh man... partially popped popcorn is good stuff. (I like corn-nuts better, but they're different.)
I, too, haven't heard of popnuts -- I bet there's a way to make them at home...

After a brief google search to no avail, my best guess on how to make popnots is to pop the kernels [with oil] stove-top style (or maybe in the oven,) on very low heat.
