I've been told that if you have employees that are certified by SafeServ then it adds 2 points to your rating. So, in reality, they could have gotten like a 75 and then just had 13 employees who are certified.

^^you can get up to 2 points for servsafe, as long as at least one person who is certified is present during the inspection.
(and it seems like you can get 2 points for having some sort of specially certified coolers, too, but i don't remember for sure)

I'm sure it was a 1.0 and they just used a sharpie to add the 10 to the front of it. Scumby's used to be okay then they closed and reopened and the sanitation is just as bad but the food sucks now.
