What the fuck? For like a 1/2 mile downtown on Dawson (near Hillborough St) it smells like a fucking cow farm.

Am I the only one that noticed this?

Well, yeah it's mulch obviously... but why in September? I'm no green thumb but isn't the best time to lay down new mulch Spring?

I know at NCSU they always used to put it down on campus around the beginning of spring.

I'm no green thumb either, but I do know the best time to plant or transplant around here is in the fall & spring. People plant/transplant now so the plants can grow strong before winter, lie dormant during the winter, and come back super strengthy in the spring. If you plant them in the spring the roots might not fully take hold before it gets really hot and then they struggle for water all summer long. I can't be too surprised that you smell the people's dung right about now.

Tax money isn't going to waste itself by sitting in a bank for 6 months.

Nah, fall is just as good as spring. You just want to avoid those harsh months.
